Release Date: 10 July 2023
Publisher: United Nations Department of Economic and Social Affairs (UN DESA)
Overview

The Sustainable Development Goals (SDGs) Report 2023: Special Edition marks the halfway point to 2030. It presents a clear and honest look at the world’s progress toward the 17 SDGs, using the latest global data from more than 200 countries.

The report shows both achievements and serious setbacks. It calls on the international community to act urgently and work together to get the SDGs back on track.

Progress Snapshot

  • Only 15% of SDG targets are on track for 2030.
  • 48% are moving in the wrong direction.
  • 37% have stalled or regressed below 2015 levels.

The most affected are the poorest and most vulnerable people, who continue to face the worst effects of global crises like climate change, conflict, and economic instability.

Areas of Progress

Despite challenges, there are notable improvements in some sectors

  • Child health: Global child mortality has decreased.
  • Disease control: Better results in HIV prevention and health systems.
  • Access to services: More people now have clean energy, safe drinking water, sanitation, and internet access.

Mobile broadband now reaches 95% of the world’s population (up from 78% in 2015).

Major Challenges

The report highlights several serious setbacks:

  • Over 142 million more people faced hunger in 2020 due to the COVID-19 pandemic.
  • 23 million people slipped into extreme poverty.
  • Climate disasters, economic shocks, and geopolitical conflicts, including the war in Ukraine, are making inequality worse.

Several goals are far off track:

  • SDG 2: Zero Hunger
  • SDG 7: Affordable and Clean Energy
  • SDG 11: Sustainable Cities
  • SDG 14: Life Below Water
  • SDG 15: Life on Land
  • SDG 16: Peace, Justice and Strong Institutions

Data and Monitoring

The report uses a “traffic light” system to show trends:

🟢 On Track – 15%
🟠 Off Track – 48%
🔴 Stagnating or Regressing – 37%

Data collection has improved, but major gaps remain—especially in gender equality, climate action, and governance.

Urgent Priorities

The report identifies three priority pathways to rescue the SDGs

  1. Stronger institutions and governance for inclusive and sustainable progress.
  2. Financing reform, including debt relief and increased support for developing nations.
  3. Faster action in key sectors:
  • Food systems
  • Clean energy
  • Digital transformation
  • Education and jobs
  • Social protection
  • Climate and biodiversity

Why World Leaders Must Pay Attention to the 2023 SDG Report

This 2023 edition is the UN’s official midpoint review of global progress toward the SDGs. It serves as an important tool to

  • Support policy changes and investments at global events like the SDG Summit.
  • Encourage partnerships across public, private, and civil sectors to drive progress.

“Unless we act now, the 2030 Agenda will become an epitaph for a world that might have been.”
